The New Jersey Department of Corrections (NJDOC) estimates 53 percent of released prisoners are rearrested within three years. NJDOC institutions released over 10,400 inmates in 2015. 

Our experience shows that many of these rearrests are preventable if newly released prisoners had access to emergency funds that cover an apartment downpayment, the first month of rent, and other modest living expenses while they secure employment.
